The Need

In February of 2006, the Deficit Reduction Act of 2005 (DRA) was enacted requiring residents applying for or already receiving Medicaid to show original documents proving citizenship and identity. Under this act, if current recipients and future applicants are unable to prove their citizenship or identity they will no longer be qualified to receive Medicaid.


Our Actions

In an ongoing effort to preserve and expand access to healthcare, Maine Primary Care Association is working with Maine’s community health centers in preparation for the updated Medicaid requirements to be instated July 2007.

MPCA is currently conducting on-site trainings at each health center to provide staff with the knowledge and materials necessary to assist current Medicaid recipients and future applicants in obtaining the required citizenship and identity verification documents necessary under the DRA.

Outcomes & Program Achievements

As a result of extensive statewide training conducted by the Maine Primary Care Association:

  • All of Maine’s community health centers will be trained in the regulations regarding the verification of citizenship and identity by July 2007.
  • All of Maine’s community health centers will have the materials and contacts necessary to assistant patients in meeting the requirements for application to Medicaid.

Through this collaborative effort and proactive response, Maine Primary Care Association and Maine’s community health centers expect to preserve continuity of care by reducing the number of residents impacted by the DRA.
